Abstract

The problem of low fertility in modern Russia has been designated as national importance: "According to the pessimistic variant of the forecast the estimated population of the Russian Federation, calculated on the basis of the dynamics of demographic processes in 2000-2005, excluding programs to improve the health of the population, reducing mortality and increasing birth rate, Russia's population will shrink by 2015, 6.2 million people (4.4 percent) and will amount to 136 million people, and by 2025 — 124,9 million people... the development of the situation in this scenario, in addition to demographic losses, would adversely affect the main indicators of socio-economic development of the country, primarily in the growth rate of gross domestic product and labor resource availability, will require structural and qualitative changes in the system of medical and social care given the increase in the share of senior citizens". The Russian government proposed a number of measures to change the demographic situation in the country.
